Canada Lifts Work Hour Limit for International Students Due to Labour Shortages

International students studying in Canada are now able to qualify to work additional hours off campus, according to the country’s immigration minister, as the country continues to experience a labour shortage.

Sean Fraser announced the change during a news conference on Friday in Ottawa. Prior to Nov. 15, only qualifying students participating in full-time studies were allowed to work off campus for a maximum of 20 hours per week.

In July, Canada’s unemployment rate was 5.4%, down from a peak of 6.0% in April 2022. Employers in Canada were actively looking to fill roughly 1 million vacancies as of July.

In practically every city in Canada, there are more job possibilities than employees, Fraser told reporters, adding that while some overseas students may work in the service sector, he hopes some will find employment in their subject of study.

Only full-time students will be affected by the new policy, which will be in place from November 15 until the end of 2023, according to him. Many students wind themselves working longer hours without safeguards, raising fears that the 20-hour restriction exposes them to exploitation. By giving students additional career alternatives, lifting the cap will reduce the likelihood that they would work for “disreputable firms.”

In addition, a new pilot initiative is being introduced by Immigration, Refugees and Citizenship Canada to aid in the automation of the processing of requests for study permit extensions.

Fraser said that only immigration officials have the power to do this, therefore no applications would be automatically denied under this scheme.

The news was made while hundreds of overseas students were still waiting for their visas to clear before the start of the school year.
